Ethics Regulations

Chapter 1 General Provisions

Article 1 (Social Responsibilities of the Society and Its Members)
The Korean Society of Propulsion Engineers (hereinafter referred to as "KSPE") shall contribute to advancing the nation's science and technology by promoting the pursuit of truth and technological innovation in the fields of engineering and applied sciences, through research and development (R&D) activities and educational activities related to propulsion of various power units in the field of aerospace. A KSPE member must recognize his or her role as a researcher who can contribute to safety and development of the country and society, and perform honest and faithful research activities and other activities within the KSPE.

Article 2 (Purpose)
The Code of Ethics (hereinafter referred to as "the Code") aims to define research ethics and truthfulness that a KSPE member must observe during his or her membership with the KSPE.

Article 3 (Applicability)
The Code shall be applied not only to KSPE members but also to non-members engaged in activities related to the KSPE including its journal and symposiums. Both members and non-members shall recognize the value of research and share research results efficiently by observing the research ethics when performing academic research or publishing a research manuscript.

Article 4 (Pledge to the Code and Report of Violation)
It is deemed that an existing KSPE member has already pledged to observe the Code when the Code went into effect. A new member to the KSPE shall pledge to observe the Code when he or she joins the KSPE. Members shall also pledge to observe the Code when participating in a KSPE symposium or submitting a manuscript to the KSPE Journal. When a member becomes aware of any violation of this Code, he or she shall report it to the Ethics Committee so that actions can be taken to ensure the violator will rectify the violation.


Chapter 2 Code of Research Ethics

Section 1 Code of Ethics for Authors

Article 5 (Prohibition of Plagiarism)
Plagiarism refers to the act of representing others idea, research content, results, and publication as one셲 own in a manuscript or publication without proper permission or citation of the author. An author of any KSPE publication shall not commit plagiarism, and always quote or otherwise specify the sources clearly in the References section when using publicly available information. However, a manuscript presented at a KSPE symposium can be submitted to and published in the Journal of the KSPE (known as the "KSPE Journal") after the author's revision and supplementation, and after going through KSPE's manuscript review process.

Article 6 (Prohibition of Forgery and Falsification)
An author shall not forge non-existent data or research results, or otherwise falsify research methods or results in any way.

Article 7 (Prohibition of Duplicate Publication)
An author shall not publish an identical manuscript in more than one academic journal.

Article 8 (Research Error)
A researcher shall carefully review his or her results before publishing them, and if an error is found after submitting or publishing the manuscript, he or she will inform the KSPE of the error and notify of the item(s) to retract or correct either partially or fully in a prompt manner.

Article 9 (Prohibition of Unjust Description of Authorship)
Those who contributed to the research methods, content, and results shall be represented as authors. Conversely, those who did not make any such contribution shall not be represented as authors.

Section 2 Code of Ethics for Manuscript Reviewers and Editors

Article 10 (Manuscript Reviewers)
A reviewer shall evaluate the manuscript fairly based on objective criteria, and shall not pass the manuscript based on personal friendship with the author or for sharing an academic viewpoint with the author, nor shall the reviewer evaluate the manuscript without reading it thoroughly. Each reviewer shall carefully evaluate the manuscript entrusted to him or her by Editors (or the Editing Committee) of the KSPE Journal within the period specified in provisions related to the review, and shall notify the Editing Committee of the review result.

Article 11 (Review Opinion Paper)
A reviewer shall respect the dignity and independence of the author as an intellectual expert. As such, each reviewer shall express his or her opinion regarding the manuscript in the Review Opinion Paper, and for areas requiring supplementation, the reviewer shall elaborate on the reason why supplementation is needed. The reviewer shall be as polite and cordial as possible in expressing his or her opinion, and refrain from using expressions that may be demeaning or insulting to the author.

Article 12 (Confidentiality of Manuscript Review)
A reviewer shall keep confidentiality of the manuscript being examined. Unless the reviewer needs to seek special advice for the purpose of evaluating the manuscript, it is not advisable for him or her to show the manuscript to a third party, or to discuss the manuscript's content with a third party. Furthermore, the reviewer shall not cite the manuscript's content prior to the publication of the journal containing the manuscript without the author's consent.

Article 13 (Editors)
An editor is responsible for evaluating the adequacy of a submitted manuscript for review and for selecting reviewers to examine the paper. The editor shall not disclose any information regarding the author or the manuscript's content to anyone other than the reviewers until the decision to publish the manuscript is made.


Chapter 3 The (Research) Ethics Committee

Article 14 (Organization of the Ethics Committee)
The KSPE shall have the Research Ethics Committee (hereinafter referred to as "the Ethics Committee") in place in order to establish research ethics and to prevent fraud in research. The Ethics Committee shall consist of a minimum of four members who are recommended by the Board and appointed by the KSPE President. The committee chairman elected by mutual vote among the members will convene a committee meeting as needed and a two-thirds majority of the registered members is required to make a committee decision.

Article 15 (Authority of the Ethics Committee)
When violation of the Code is reported, the Ethics Committee shall investigate the case through the informant, the individual reported for violation (쐔he examinee" hereinafter), witnesses, and exhibits, and if the alleged violation is found true, shall recommend to the KSPE President proper sanctions or corrective action to take.

Article 16 (Assurance of Opportunity for Vindication)
The member who is reported to have violated the Code shall be given sufficient opportunities for vindication, and shall cooperate fully with the investigation conducted by the Ethics Committee.

Article 17 (Protection of Rights of the Informant)
In principle, any report of violation of the Code should be made in the real name of the informant, especially when the report involves the manuscript's title or includes full details and evidence of the specific act of violation. Confidentiality shall be maintained for the informant who made a valid report of a violation and the informant shall not face any disadvantage due to the shared information. The informant shall also be notified of the decision made by the Ethics Committee.

Article 18 (Confidentiality of the Examinee)
Until the final decision is made on the disciplinary action to be taken against the examinee for his or her violation of the Code, Ethics Committee members shall not disclose or expose the identity of the examinee to any entity outside the KSPE.

Article 19 (Procedure and Details of Disciplinary Action)
Upon recommendation by the Ethics Committee for disciplinary action, the President will convene a board meeting to make a final decision on whether or not to take disciplinary action and what the action should be. Disciplinary actions that can be taken against the member found to have breached the Code include a warning and restriction on submission to the KPSE Journal. If the investigation finds the examinee free from suspicion, utmost efforts shall be made to reestablish his/her impaired reputation.
